日本生育支持政策及其对我国的启示

摘要
日本生育支持政策对我国优化生育支持政策具有借鉴作用.日本生育支持政策可归纳为平衡工作生活、帮助家庭育儿、转变婚育观念三大类,这些政策在一定程度上缓解了女性的职业和育儿冲突,缓解了家庭的育儿困难,也有利于扭转不利的生育观念.但截至 2021 年,日本生育支持政策并没有真正解决日本的低生育问题.研究认为,我国可在现有生育支持政策的基础上,进一步构建支持家庭生育的公共服务体系,提供普惠创新型社会化育儿服务,培育和倡导新时代生育文化,为家庭提高生育意愿并将其转化为生育行为创造良好条件.
Abstract
Japan's fertility support policy has a reference value for optimizing China's fertility support policy.Ja-pan's fertility support policies can be categorized into three categories:balancing work and life,helping families with childcare,and changing attitudes towards marriage and childbirth.To some extent,they have alleviated con-flicts between women's careers and childcare,alleviated parenting difficulties in families,and helped to reverse unfavorable fertility attitudes.But as of 2021,Japan's fertility support policies have not truly solved Japan's low fertility problem.Research suggests that China can cultivate and advocate a positive fertility culture in the new era,build a public service system that supports family fertility,and provide inclusive and innovative socialized childcare services based on existing fertility support policies.By taking the above measures,we aim to create favorable condi-tions for the transformation of family fertility intentions into reproductive behavior.
