From the resumption of high-level negotiations between the Kuomintang and the Communist Party of Chi-na in early 1937 to the end of the Anti-Japanese War,the legitimacy of the Shaanxi-Gansu-Ningxia border area had been an important part in the negotiations between the KMT and the CPC.Against the KMT's denial of the le-gitimacy of the border area and various attacks,the CPC focused on the construction of its legitimate discourse on the Shaanxi-Gansu-Ningxia border area from four aspects:The first was to construct the legitimate discourse of the border area from the KMT's commitment in the negotiation between the KMT and the CPC.The second was to con-struct the legitimate discourse of the border area from"Shaanxi-Gansu-Ningxia border area should be unified in democracy";The third was to construct the legitimate discourse of Shaanxi-Gansu-Ningxia border area from the great achievements it had made;The fourth was to construct the legitimate discourse of the border area from the comparisons of the governance between the KMT and the CPC.The legitimate discourse construction of the CPC on the border area was not only based on realistic politics to seek the"legal legitimacy"recognized by the ruling au-thorities of the KMT,but also based on the revolutionary justice to construct the"moral legitimacy"of the border area in accordance with natural laws and people's aspirations,and then transcended the narrow logic of legitimate discourse of the KMT,forming the unique orderliness of the construction of political discourse of the CPC.The con-struction of the legitimate discourse of the border area by the CPC was not only related to the border area itself,but also provided discourse resources and ideological references for the discourse construction of the CPC in the aspects of party,government,and military.
