摘要
中国传统乡村治理制度以乡里制度为基本载体,历经了从秦汉时期的"乡官制"、唐宋时期"乡里制"与"保甲制"并行、明清时期的"乡绅之治"到晚清民国时期"宪制自治""乡村自治""新县制"的演变历程,其丰富的思想内涵为现代乡村治理体系创新留下宝贵资源.然而,中国传统乡村治理思想的宝贵价值却因对"现代性"的片面追求、对"城镇化"的错误解读以及将"西方模式"视为"治理范本"等而长期处于被遮蔽状态.只有重拾中国传统乡村治理制度对于新时代全面推进乡村振兴战略的价值意蕴,推动传统乡村治理资源中的治理智慧同我国乡村实际相结合,才能为我国未来乡村治理奠定更加坚实的历史根基以及更加广阔的发展空间.
Abstract
The traditional Chinese rural governance system takes the village system as the basic carrier.It has gone through the evolution process from the"township official system"in Qin and Han Dynasties,the parallel of the"village system"and the"Baojia system"in Tang and Song Dynasties,the"government of the rural gentry"in the Ming and Qing Dynasties to the"constitutional autongmy","rural autonomy"and"new county system"in the late Qing Dynasty and the Republic of China,its rich ideological connotations have left valuable governance resources for the innovation of modern rural governance system.However,the precious value of traditional Chinese rural gov-ernance ideas has been hidden for a long time because of its one-sided pursuit of"modernity",its misinterpreta-tion of"urbanization"and its treatment of"Western model"as"model of governance".Only by rediscovering the value implication of Chinese traditional rural governance system for the comprehensive promotion of rural revitaliza-tion strategy in the new era,and promoting the combination of governance wisdom in traditional rural governance re-sources with rural reality in China,can we lay a more solid historical foundation and a broader development space for the future rural governance in China.
