延安时期党内法规对党的全面领导制度的奠基性建构

摘要
党内法规为党的全面领导提供制度保证.延安时期是党的全面领导制度的奠基时期,这一时期为使党内关系走上正轨,中国共产党以党内法规为手段,历经初步立规、集中建制、拓展升阶三个阶段,历史性地构建了党的全面领导的基本制度框架.这一制度的核心要义包括:坚持党在政治生活中的领导地位,坚持党的集中统一领导,确立党领导一切的基本机制和方法,确立党对重大工作的领导体制,同时配合建立了有效的监督执纪机制.深入总结这一时期党领导下法规制度建设所积累的宝贵经验,对于新时代不断推进和完善党的全面领导制度,具有深远而重要的指导意义.
Abstract
The internal regulations of the Party provide institutional guarantees for the comprehensive leadership of the Party.The Communist Party of China formulated the internal regulations in order to put the Party's internal re-lations on the right track in the Yan'an period.It has gone through three stages including preliminary establish-ment,centralized establishment,expansion and upgrade,historically constructed the basic system of the Party's comprehensive leadership.The essential principles of the system include:uphold the leading position of the Party in political life,uphold the Party's centralized,unified leadership,uphold the Party's leadership over everything,uphold the Party's leadership over major tasks,as well as corresponding supervision and discipline mechanisms,etc.Summarizing the historical experience of the construction of the Party's leadership regulations during this peri-od is of great significance for continuously upholding and improving the system of Party's comprehensive leadership in the new era.
