固体废物综合处置项目建设前环境监测案例分析

摘要
固体废物综合处置场建设前项目地周围的环境质量现状,是项目建设环境影响评价的重要依据,也是目前环境领域关注的重点之一.以西安市某固体废弃物综合处置场工程为例,设计一套完整的建设前环境监测方案,对大气环境、地下水、环境噪声以及土壤环境各指标进行监测并分析.结果表明,项目地大气中H2S、NH3和TSP浓度均符合国家相关限值标准;部分样点(泉水监测点)地下水存在严重As污染问题,超标达50～160倍;昼间和夜间环境噪声处于国家《声环境质量标准》限值以下;除个别土壤监测点位(S4、S5、S6)重金属浓度超出背景值,土壤环境质量满足国家二类用地标准.因此,后期对于项目地环境质量的监测应着重关注地下水污染情况.该研究可在技术参数、点位设置及参考标准方面为同类项目提供参考.
Abstract
The status quo of the environmental quality around the project site before the construction of the solid waste comprehensive disposal site is an important basis for the environmental impact assessment of the project construction,and is also one of the focuses of the current environmental city.Taking a solid waste disposal site in Xi'an as an example,a complete environmental monitoring scheme was designed to monitor and analyze the atmospheric environment,groundwater,environmental noise and soil environment indicators.The results show that the concentrations of H2S,NH3 and TSP in the atmosphere of the project site all meet the relevant national limit standards.Some sampling points(spring monitoring points)have serious As pollution problems,which exceed the standard 50～160 times;The ambient noise during the day and at night is below the limit of the national"Acoustic Environmental Quality Standard";Except for some soil monitoring sites(S4、S5、S6)where the heavy metal concentration exceeded the background value,the soil environmental quality met the national second-class land use standards.Therefore,the monitoring of the environmental quality of the project site should focus on the groundwater pollution.This study can provide reference for similar projects in terms of technical parameters,point setting and reference standards.
