摘要
有效治理是当下乡村振兴坚强的基石,健全"三治结合"是构建目前乡村治理的关键.以往对乡村治理相关的研究很多,更多倾向于"三治"概念界定、"三治分离"、"三治"本身作用与功能等内容,缺乏针对性和系统性.乡村治理本身的有效性和实用性亟需在乡村振兴战略下,通过党建战略引领、产业兴旺奠基、人才培养支持、科技发展助力、文化创新激发动力等措施将自治、法治和德治结合起来,有效健全乡村治理体系.
Abstract
Effective governance is the cornerstone of the current rural revitalization,and the sound"combination of three governance"is the key to building the current rural governance.In the past,there were many studies on rural governance,and more of them tended to define the concept of"three governances""separation of three governances",and the role and function of"three governances"itself,which lacked pertinence and systematization.The effectiveness and practicability of rural governance itself urgently need to combine autonomy,rule of law and rule of virtue under the rural revitalization strategy through measures such as party building strategy guidance,industrial prosperity foundation,talent training support,scientific and technological development assistance,and cultural innovation to stimulate power,so as to effectively improve the rural governance system.
