The phenomena of appeals and applications for retrial by the parties involved are frequently observed. Relying solely on judicial litigation to resolve all disputes not only fails to achieve the judicial goal of "resolving cases and maintaining harmony," but also exacerbates the judicial dilemma of"more cases and fewer judges." By considering the causes and character-istics of disputes,it is essential to continuously deepen the courts' efforts in source governance of land expropriation disputes and to resolve these disputes,thereby safeguarding the construction of socialist modernization.
