构建"和而不同"的托幼一体化服务体系:内涵、挑战与实现路径

摘要
基于和合思想,托幼一体化发展意味着内部运行体系和外部支持体系应实现结构整合、协同共生.建设优质普惠托幼一体化服务体系,须妥善解决管理体制分化和托幼保教服务体系衔接不充分的难题.为此,托幼一体化服务体系建设应将"保教结合"的理念一以贯之,以共同核心标准的引领实现保教内容的有效链接,以任职资格的分类管理来促进从业人员专业化,构建完备的质量评估体系,健全外部支持体系,让儿童获得连续、优质的保教服务.
Abstract
The development of integrated childcare and early childhood care is based on the idea of harmony.This means achieving structural integration and collaborative symbiosis between the internal operating system and external support system.Building a high-quality and inclusive integrated childcare service system requires addressing issues related to management system differentiation and insufficient connection between childcare and education service systems.To overcome these challenges,the integrated childcare service system must adhere to the concept of"integrating childcare and education"and establish effective linkage between childcare and education content under the guidance of common core standards.Promoting the professionalization of practitioners through the classification management of job qualifications and building a complete quality evaluation system is also crucial.Additionally,improving the external support system is necessary to ensure children receive continuous and high-quality childcare and education services.
