Comparative analysis of the talent team in the institutions of disease control and prevention in Hebei Province in 2011 and 2020
Objective To analyze the development of talent team in Hebei Provincial Centers for Disease Control and Prevention at the beginning of the 12th Five-Year Plan(2011)and the end of the 13th Five-Year Plan(2020),so as to provide basis for optimizing talent team allocation in Hebei CDC.Methods Data about personnel development in Hebei province in 2011 and 2020 were collected and analyzed.Results In 2020,the number of personnel increased by 3.5%compared with that in 2011in Hebei CDCs.Notably,the personnel aged ≥50 years showed the largest increase(70%),and the group of<30 years old showed a negative increase.The ratio of male to female in provincial,city and county-level CDCs decreased by 0.38∶1,0.2∶1,and 0.11∶1,respectively.The number of personnel with postgraduates and above increased by 106.6%.The number of personnel with senior professional title increased by 56.8%,whereas the number of junior and unskilled personnel remained unchanged.Conclusions The number of personnel in CDCs is insufficient,the age structure is aging,the proportion of male staff decreases,and it is difficult to get professional and technical promote.It is necessary to formulate effective incentive policies,improve treatment,attract talents,balance development,and gradually improve staffing structure.
