目的 通过对四川省新型冠状病毒感染集中隔离医学观察场所风险评价体系构建,了解集中隔离医学观察场所风险评价指标体系以及各项指标的权重,为集中隔离医学观察场所风险管理找准切入点.方法 2022年3月20日至2022年6月15日通过德尔菲专家法确定新型冠状病毒感染集中隔离医学观察场所风险评价指标体系,利用层次分析法(Analytic Hierar Process,AHP),通过专家群决策方法计算各指标的权重.采用SPSS 22.0统计软件进行专家调查的协调系数计算,并评价问卷的有效性,检验水准α=0.05.结果 参与专家共有50人,两轮专家调查的协调系数分别为0.38和0.43,新型冠状病毒感染隔离医学观察场所风险评价矩阵一致性为0.075 6.一级指标有6个,一级指标权重大小依次为日常监管(0.4205)、场所硬件建设(0.1955)、核酸检测(0.1327)、制度与流程(0.1001)、人员管理(0.0949)、场所环境消毒(0.0564).二级级指标有34个,二级级指标权重排在前6位依次为一脱间(0.1560)、隔离人员下车登记点(0.093 7)、余氯监测(0.0649)、选址情况(0.0533)、视频监控(0.0456)、隔离人员核酸(0.0445).结论 四川省新型冠状病毒感染集中隔离医学观察场所风险评价指标体系全面.AHP在指标体系评价中应用比较合理,新发传染病防控管理利用AHP进行专家群决策可以提高效率.
The construction of risk assessment system for centralized isolation medical observation sites for Covid-19 in Sichuan Province
Objective To understand the risk evaluation index system of centralized isolation medical observation sites and the weight of various indicators by building a risk evaluation system for novel coronavirus infection centralized isolation medical observation sites in Sichuan province.To identify the entry point to manage the risk of centralized isolation medical observation sites.Methods The Delphi expert method determined the risk evaluation index system of centralized isolation medical observation site for novel coronavirus infection,and the Analytic Hierar Process(AHP)hierarchical method of the expert group decision-making method calculated the weight of each index from March 20,2022 and June 15,2022.SPSS 22.0 statistical software was used to calculate the coordination coefficient of the expert survey,and the validity of the questionnaire was evaluated,the test level α=0.05.Results A total of 50 experts participated,the coordination coefficients of the two rounds of expert surveys were 0.38 and 0.43,respectively.Consistency of risk assessment matrix of the novel coronavirus infection isolation medical observation sites in Sichuan Province was 0.075 6.There were six first-level indicators in the system,the weight of the first-level indicators in turn were daily supervision(0.420 5),site hardware construction(0.195 5),nucleic acid testing(0.132 7),system and process(0.1001),personnel management(0.094 9),site environmental disinfection(0.0564),the secondary indicators included 34 in the system,the top six of the weight of second-level indicators in turn were one off room(0.156 0),drop-off point for quarantined personnel(0.093 7),residual chlorine monitoring(0.064 9),site selection(0.053 3),video surveillance(0.045 6),quarantined personnel nucleic acid(0.044 5).Conclusions It is an index system that comprehensively evaluates the risk of novel coronavirus infection centralized isolation medical observation sites in Sichuan Province.It is a more reasonable application of AHP hierarchical method in the evaluation of index system,which can improve efficiency and use AHP hierarchical method to make expert group decision-making in the prevention and control management of emerging infectious diseases.
