Analysis of monitoring results of tobacco control in public places in Songjiang District of Shanghai from 2017 to 2021
Objective To assess the effectiveness of the implementation of the amendments to the Shanghai Regulations on Tobacco Control in Public Places(the Regulations),and to provide reference basis for the subsequent implementation and management of tobacco control in public places by various law enforcement agencies.Methods The stratified sampling method was used to select 110 venues among 14 types of public places in Songjiang District of Shanghai as monitoring sites from 2017 to 2021,and on-site observation method was used to monitor the implementation and effectiveness of tobacco control in the monitoring venues for five consecutive years.Questionnaire surveys were also conducted among the staff and outsiders in the monitoring venues.SPSS 21.0 software was used for data analysis.The comparison of rates was performed by x2 test,and the difference was considered statistically significant with P<0.05.Results After the implementation of the amendments to the Regulations,the occurrence rates of smoking in public places in Songjiang District of Shanghai from 2017 to 2021 were 30.9%,35.5%,27.3%,18.2%and 14.5%,respectively,with an overall decreasing trend(x2trend=14.535,P<0.001).The posting rate of no-smoking signs and reporting telephone numbers in venues remained above 98.0%in different years,but the rate of placing tobacco control materials in venues decreased from 76.4%in 2017 to 49.1%in 2021.As the knowledge of smoking hazards among the survey respondents from 2017 to 2021,the knowledge rate of"filters can not reduce the hazards of smoking"was the lowest,with a knowledge rate of 34.9%-56.5%,while the knowledge rate of"passive smoking is not less harmful than active smoking"was the highest,with a knowledge rate of 64.6%-80.5%.The overall knowledge and support rates of the staff in venues to the Regulations were 95.0%and 99.3%,respectively.And the overall knowledge and support rates of the outsiders in venues to the Regulations were 89.2%and 98.0%,respectively.Conclusions The implementation of the amendments to the Regulations in Songjiang District of Shanghai had achieved certain results.However,some of the tobacco control indicators had fallen back.It is necessary to pay more attention and do a good job of long-term publicity and supervision.
