Quantitative evaluation of national policy texts on occupational disease prevention and control in China from 2002 to 2023 based on PMC index model
Objective To analyze the current policy environment of occupational disease prevention and control in China,and to provide basis and recommendations for the optimization and improvement of occupational disease prevention and control decision-making.Methods The relevant policies of occupational disease prevention and control at the national level in China from 2002 to 2023 were collected.Combined with the characteristics of occupational disease prevention and control work,the evaluation indicators were designed through text mining tools,literature review and expert interviews,and the PMC(policy modeling consistency)index model was constructed to quantitatively evaluate China's occupational disease prevention and control policies.Results A total of 27 national-level occupational disease prevention and control policies were included,of which 3 were rated at an excellent level,19 at a good level,and 5 at an acceptable level.The average PMC index was 7.77.Conclusions The overall quality of China's national-level policy texts on occupational disease prevention and control is good,demonstrating scientific and rational attributes.However,there is still significant room for improvement in areas such as inter-departmental collaboration,innovation-driven measures and ensuring incentive initiatives.
