1993-2023年我国生物安全标准现状与分析

生物安全标准是生物安全管理工作的重要参考依据,本文以标准发布年份、《中华人民共和国生物安全法》适用的方面、标准的性质为核心,参考三维结构模型,收集了自从1993-2023年期间分布在出入境检验检疫、公共安全、粮食、林业、农业、卫生、医药领域的共5 002条生物安全标准,其中国家标准1 804个,行业标准3 198个,未涉及团体标准和地方标准.分析结果表明我国现行的生物安全标准虽然涵盖了出入境检疫、医疗卫生、农业等多个方面广泛的行业,但标准的内容并不健全,主要集中于"防控重大新发突发传染病和动植物疫情"和"生物技术研究、开发与应用"两个领域,且我国生物安全标准还存在着老化、交叉等问题.因此,明确不同领域的职责边界和协调机制,确保标准体系的完整性和系统性,更新老化标准,提高标准执行的一致性,加快建设标准体系,是生物安全管理的重中之重,对维护我国生物安全具有重要意义.
Current status and analysis of biosafety standards in China 1993 to 2023
Biosafety standards are an important reference for biosafety management.This article based on the year of issuance of the standare,the aplicable aspects of the'Biosafety Law of the People's Republic of China,'and the nature of the standards.Three-dimensional structural model were refered to,a total of 5002 biosafety standards were collected from 1993 to 2023,distributed across quarantine inspection,public safety,food,forestry,agriculture,health,and pharmaceutical sectors.Among these,there were 1 804 national standards and 3 198 industry standards,group or local standards were not involved.The results of analysis indicated that although the current biosafety standards in China covered a wide range of industries which including quarantine inspection,healthcare,and agriculture,the content of the standards was not comprehensive and these focused mainly on the two fields of'prevention and control of major emerging infectious diseases and epidemics in animals and plants'and'biotechnology research,development and application.'Furthermore,there were issues with the aging and overlapping of biosafety standards in China.Therefore,clarifying the responsibility boundaries and coordination mechanisms in different fields,ensuring the integrity and systematization of the standards system,updating outdated standards,enhancing the consistency of standard enforcement,and accelerating the construction of the standards system are of great importance for the management of biosafety and for safeguarding the biosafety of our country.
