Construction of the grassroots public health emergency management system in the context of a major outbreak of infectious diseases
This article using Rushan city in Shandong province as a case study,reviews the main practices of the estab-lishment of a grassroots emergency management system for public health emergencies in the context of a major infectious disease outbreak.These practices include emergency clinical treatment of the second confirmed case of COVID-19 in Shan-dong province,precise epidemiological investigations,establishment of an efficient comprehensive prevention and control system,promotion of multi-departmental comprehensive coordination capabilities,and strengthening of input cold chain management based on regional characteristics.The article also discusses the shortcomings in collaborative linkage mecha-nisms,professional emergency capabilities,information dissemination,and implementation of prevention and control meas-ures.Proposed measures and suggestions have been put forward to establish a sound grassroots emergency management system for public health emergencies,enhance the emergency response capabilities of health professionals,and strengthen inter-departmental communication efficiency.Furthermore,this will facilitate the development of a rapid and efficient grassroots public health system,thereby laying a solid foundation for enhancing the emergency response system for major public health emergencies.
