Tobacco and drug control was an important part of social governance in Shaanxi-Gansu-Ningxia border region,and the policies and regulations of tobacco and drug control in the border area stipulated the system imple-mentation,objectives and tasks of tobacco and drug control.While awakening the people's motivation to control to-bacco and drugs,the government of the border region mobilized the people to participate in mass organizations and"complained"about tobacco and drugs through mass meetings,forming the original operation of people's participa-tion in the control of tobacco and drugs,outlining the historical context of people's participation in the tobacco and drug control in the border area,and showing the positive social force of people in the border areas.
