摘要
随着移动互联网的快速发展,短视频已成为大众获取信息、娱乐消遣的重要方式.在为公众带来便利的同时,短视频领域也出现了诸多乱象,对社会秩序和价值观念造成了一定冲击.探索科学有效的短视频治理路径,对推动行业规范有序发展,营造清朗网络空间具有重要意义.在剖析短视频乱象表现形式和成因的基础上,梳理了我国短视频治理的一般逻辑,即通过完善法律法规、健全平台管理、加强行业自律、强化社会监督等渠道,多管齐下、标本兼治.在此基础上,分析了当前短视频治理存在的问题,提出了一系列优化短视频治理路径的建议,包括更新治理理念、细化管理要求、丰富治理手段、营造共治格局等,以期为构建与时俱进、科学有效的短视频治理模式提供参考,推动短视频行业规范有序发展,更好地满足人民群众对美好数字生活的需要.
Abstract
With the rapid development of mobile internet,short videos have become an important way for the public to access information and entertain themselves.While bringing convenience to the public,the short video field has also seen many chaos,causing a certain impact on social order and values.Exploring a scientific and effective gov-ernance path for short videos is of great significance for promoting the standardized and orderly development of the industry and creating a clear online space.Based on the analysis of the manifestations and causes of chaos in short videos,this article sorts out the general logic of short video governance in China,which is to improve laws and reg-ulations,improve platform management,strengthen industry self-discipline,and strengthen social supervision,a-mong other channels,to address both symptoms and root causes simultaneously.On this basis,the article analyzes the current problems in short video governance and proposes a series of suggestions for optimizing the governance path of short videos,including updating governance concepts,refining management requirements,enriching gov-ernance methods,and creating a co-governance pattern,in the hope of providing a reference for building a govern-ance model that keeps pace with the times and is scientific and effective.This will promote the standardized and or-derly development of the short video industry and better meet the people's needs for a beautiful digital life.
