摘要
医用耗材作为医院开展诊疗活动必备的资源要素,具有品规多样、质量参差不齐、价格各异等特点.在DRG支付结算的大背景下,选择合适的医用耗材产品应用于临床,对医疗服务质量的提升、患者满意度的提高及医院的降本增效均有积极的促进作用.因此,准入遴选是医用耗材全生命周期管理的首要环节.该研究从医院医用耗材准入遴选的痛点和难点出发,运用闭环管理模式加强医用耗材遴选前的科学评估、公正招标、准入后建设监控评价退出机制管理.应用效果显示,实施基于闭环管理的医用耗材准入遴选管理模式后,医用耗材退货率、百元医疗收入消耗卫生材料费用、科室服务满意度均有改善(P<0.05),提高了医院医用耗材遴选质量,加强了耗材成本管控,提升了科室服务满意度.
Abstract
Medical consumables,as an essential resource element for hospitals to carry out diagnosis and treatment activities,have the characteristics of diverse product specifications,uneven quality,and varying prices.With the background of DRG payment and settlement,the selection of appropriate medical consumable products for clinical application has a positive role in promoting the improvement of medical service quality,patient satisfaction and hospital cost reduction and efficiency enhancement.Therefore,admission selection is the primary link in the full lifecycle management of medical consumables.In this study,starting from the pain points and difficulties of medical consumables access selection in Zhejiang Taizhou Hospital,the closed-loop management model was applied to strengthen the scientific evaluation and fair bidding before the selection of medical consumables,and the construction of a monitoring and evaluation exit mechanism management after access.After the innovation and improvement of these three links,the return rate of medical consumables,the cost of health materials consumed by 100 yuan of medical income,and the department service satisfaction were all improved(P<0.05),which improved the selection quality of hospital medical consumables,strengthened the cost control of consumables,and improved the department service satisfaction.
