村干部能力素质和学历水平提升的问题及对策研究——基于对云南省安宁市村(社区)干部"双提升"行动项目的调研

摘要
村(社区)干部是党和政府联系群众的"纽带",是乡村发展的"领头雁",其工作能力素质影响着党和政府各项政策的贯彻落实、社会的有序发展、人民的安定幸福.以云南开放大学为依托的云南省村(社区)干部能力素质和学历水平提升行动计划(以下简称"双提升"行动),实施过程中通过开展"订单式"培养项目,为进一步提升农村基层社会治理能力和整体水平搭建了重要平台.基于云南省安宁市的"双提升"项目实践,经对"双提升"行动实施情况进行调查研究,呈现目前村(社区)干部教育培训的现状,实证分析安宁市"双提升"行动中存在的问题及原因,并为进一步有效提升村(社区)干部能力素质提出对策建议.
Abstract
Village(community)officials act as the"bonds"of the Party and the government to communicate with the masses.They serve as"leading pioneers"in rural development.Their working capacities and competencies directly affect the implementation of various policies of the Party and government,the orderly social development,and the stability and well-being of the people.Yunnan action plan to improve village(community)officials'competencies and academic level(hereinafter referred to as"Double Promotion"Action Project)relies on Yunnan Open University.By implementing"cus-tomized"training programs,this project provides an important platform to improve rural grassroots governance and overall capability.Based on the"Double Promotion"project practice in Anning City,this study presents the current state of education and training for village(community)officials,empirically analyzes the issues and its causes identified in Anning's"Double Promotion"project,and offers countermeasures to further effectively enhance the competencies of village(community)officials.
