摘要
乡村治理现代化是乡村振兴战略在地化实践的面向,更是推动中国式现代化发展的重要现实课题之一.乡村治理现代化的内在意涵表征出五维结构关系.同时,理论、历史与价值等三维逻辑型塑出乡村治理现代化的本体性.那么,在推进乡村治理现代化的实践进程中,面临着基层党组织的领导力不足、自治主体的"弱治理"、乡村法治的缺位、乡村德化成效的断裂、数字技术与乡村情境的"脱嵌"等多维现实困顿.为此,通过"以政治强引领、以自治强活力、以法治强保障、以德治强教化、以智治强支撑"的五位一体的治理有效路径,力图全面实现乡村治理现代化,旨在为中国式现代化提供坚实基础.
Abstract
The modernization of rural governance is the orientation of the rural revitalization strategy in the practice of localiza-tion,and is also one of the important practical topics for promoting the development of the Chinese-style modernization.The im-plications of the modernization of rural governance find expression in its five-dimensional structure.At the same time,the three-dimensional logic model of theory,history and value shapes the noumenon of rural governance modernization.However,in the practical process of promoting the modernization of rural governance,we are faced with multi-dimensional practical problems such as the insufficient leadership of grass-roots Party organizations,"weak governance"of the autonomous subjects,the ab-sence of rural rule of law,the poor effects of rural ethics,and the poor application of digital technology in the rural contexts.Thus,it is necessary to adopt the efficient five-in-one governance approach of"correct orientation through good political leader-ship,great vitality through strong autonomy,strong security based on rule of law,efficient moral education through rule of vir-tue,and strong intellectual support"and make great efforts at comprehensively realizing the modernization of rural governance,aiming to provide a solid foundation for the Chinese-style modernization.
