The goal of the modernization of grassroots social governance is to build a social governance community that everyone has responsibilities,everyone participates and everyone shares.The residential community has shifted from a community of physical space to a community of interests and a community of governance.It needs to rely on the continuous participation of the community in interactive and mutually beneficial activities to form a relationship of cooperation and mutual trust,and create a connection mechanism of interests and trust.In the practice of trust property services,the fiduciary relationship of the owner,the property committee and the property enterprise is constructed,and the fiduciary relationship among the community subjects is reproduced on the basis of the fulfillment of the legal fiduciary duty.This is a kind of reconstruction of community trust for the grassroots governance in China,which constructs the innovative approach for the community governance of"fiduciary govern-ance"based on the core elements such as information disclosure,the construction of relationship,participation in negotiation,multiple supervision,as well as the accountability mechanism of strong and weak reversal,the reward mechanism of service pri-ority,the complementary supervision mechanism and Pareto improvement mechanism.
