Theoretical Deconstruction and Path Exploration of Deepening the Reform of the Talent Development System and Mechanism in the Perspective of Chinese-style Modernization
Talent is the main force to promote Chinese-style modernization,and it is also an important indicator to enhance the comprehensive national strength.Deepening the reform of the talent development system and mechanism is a necessary measure to accelerate the development of a high-quality workforce in the new era,and it is also the essence to accelerate the development of the talent pools and innovation hubs of global importance.From the perspective of evolution,the reform of the talent develop-ment system and mechanism has gone through three stages:step-by-step exploration,in-depth promotion,and development and quality improvement,which has its theoretical support and institutional structure.The reform is oriented to adhering to the com-bination of"multiplication"and"subtraction",the integration of"establishment"and"abandonment",and the equal empha-sis on the problem-solving measures and local conditions as well as on Chinese characteristics and international vision.From the perspective of practical approaches,deepening the reform of the talent development system and mechanism should follow and im-prove the working pattern of the connection between the Party's talent management and multi-governance,establish and improve the policy system by combining the independent talent cultivation and the accurate talent utilization,optimize and improve the spatial layout of the coordination between talent management and orderly flow,accelerate the formation of the system and mecha-nism suitable for scientific evaluation and effective incentive,focus on creating an ecological environment where talent recruit-ment and service guarantee are unified,and promote the construction of an operating mechanism that matches human resources and new quality productive forces.
