Evaluation of the Effectiveness of Air Pollution Control Policies in Chongqing Based on the Entropy-PSR Model
This article used pressure-state-response(PSR)model to construct an index system for evaluating the effects of air pollution control policies in Chongqing,China.The entropy weight method and the aggregative index method were adopted to provide a comprehensive evaluation of policies'effects,and obstacle degree model was used as well to determine obstruction factor.It has concluded as follows:the effectiveness of Chongqing's air pollution control policies has been significantly improved.The quality of the atmospheric environment has been greatly improved.At aspects of pressure,state,and response,in general,it has achieved a relatively satisfactory effect.It remained necessary to strengthen the effective control of industrial exhaust emissions and NO2 and O3 pollutants emissions.Per capita motor vehicle ownership continued to rise.An important factor that constrained the effectiveness of Chongqing's air pollution control policies was the lack of a comprehensive system for control and prevention of air environmental pollution.To summarize,the focus of further enhancing the effectiveness of air pollution control policies is to strengthen the in-depth control of industrial nitrogen oxides and volatile organic compounds,to intensify the management of emissions from newly produced and in-use vehicles,and to improve the"government-business-citizen"collaborative prevention and control system.
