Overseas Chinese-funded Enterprises'Public Diplomacy under the Belt and Road Initiative
Carrying out the three-dimensional public diplomacy is an important measure to promote the high-quality development of the people-to-people bond with the countries under the Belt and Road Initiative and to shape China's national image.With the implementation of the Belt and Road Initia-tive,overseas Chinese-funded enterprises along the route are playing an increasingly important role as the most important non-state actors in the three-dimensional public diplomatic system.In the theory of public diplomacy,corporate public diplomacy refers to a series of activities carried out by multina-tional enterprises as the main body,which can enhance public awareness of the host country's nation-al image to a certain extent.Based on the corporate data from four regions of Southeast Asia,South Asia,the Middle East,and Africa in Overseas Chinese Enterprises and Em ployees Survey,the article constructs"the Belt and Road"evaluation indicators for the public diplomatic practices of overseas Chinese-funded enterprises,including corporate social responsibility,localized management,political public relations,media publicity and others,and conducts an empirical analysis of the practical activi-ties of corporate public diplomacy.The data results show that the overall momentum of the public diplomatic practice of overseas Chinese-funded enterprises under the Belt and Road Initiative is good,but there are still weaknesses,including poor fulfillment of social responsibilities,a low degree of lo-calization,little contact with opposition political forces,and lack of media publicity.Given this,the article holds that efforts should be made to enhance the practical activities of public diplomacy for o-verseas Chinese-funded enterprises.This includes perfecting the forms of corporate social responsibili-ty,encouraging the establishment of specialized departments for social responsibility within the enter-prises,enhancing localization of personnel,establishing mature localized operational strategies,ap-propriately engaging with opposition political forces,expanding media publicity,etc.These actions aim to inject new impetus into enhancing China's national image and promoting the building of a com-munity with a shared future for mankind.
