Constructing the Border Township System from the Perspective of Stabilizing and Developing the Border Areas of China:Historical Logic,Practical Approaches and Path Optimization
Towns have gradually stood at thecenter of the human economy,politics,society and cul-ture since their emergence.The functions of towns include defense,absorption,aggregation,integra-tion,leadership and neighborhood influence,all of which make towns not only the essential objects and spatial units of the national governance but also the spatial fields upon which the national govern-ance relies for development.Dating back to the ancient dynastic periods in China,governing the bor-derland by building towns was already an important strategy for frontier governance.On the Chinese path to modernization,the inherent requirement of stabilizing and developing the border areas requires strengthening the construction of the border township system to promote the integration and amplifi-cation of border-town functions.In response to the varying requirements of consolidating and develo-ping the border areas at different stages of modernization,the CPC and the central and local govern-ments have continuously advanced the construction of the border township system by strengthening the top-level design,leveraging the guidance of the re-division of urban administrative areas and the optimization of the organizational system,and promoting inter-linkages and collaboration among the border towns,which accelerates theoverall process of modernization of the borderland.To better per-form the full functions of the border towns in stabilizing and developing the border areas,it is neces-sary to employ spatial intervention policies,continuously optimize the layout and structure of the bor-der towns,strengthen cooperative governance among them,and increase support for the construction of the border township system.
