Prospects of International Chinese Language Education in Multilingual Europe
Against the background of international Chinese language education in Europe being con-fronted with diverse challenges in the context of multilingual education,this paper discusses the op-portunities and prospects of ICLE based on an elaboration of language policies,language education policies and their implementation in Europe,particularly in EU.The principle of multilingual educa-tion,which is generally followed as a guideline in European nations,leads to a3-level hierarchy of the first languages,modern European languages,other languages(including modern European langua-ges,classic European languages and non-European languages),prioritizing the teaching of European languages.The policy implementation arising from the above principle results in the fact that English is taught and learned as the most dominant foreign language,with French,Spanish,German and oth-er European languages at a low proportion,and Chinese at the third level of language education,or at the second level of foreign language education.As policymaking is in the hands of the local adminis-tration and educational institutions,language education policies are diversified.A bottom-up approach to ICLE cooperation at the institutional level gives rise to a leading position of Chinese at the third lev-el of language education,potentially capable of entering the list of second-level languages and ranking as the most taught non-European language.
