China's frontier provinces and its neighboring countries have a natural geo-relationship,which shows not only the diverse cooperation in economy and the deep integration in culture,but also the frequent exchanges in cross-border social exchanges.The frontier governance in the past had obvi-ous internal characteristics that lacked a connection and coordination with cross-border regional gov-ernance,which restricted the effective frontier governance.After China accelerates the construction of a new development pattern and promotes the high-quality implementation of the Belt and Road Initia-tive,China takes it as an important responsibility to further develop its connections with the neigh-boring countries in its frontier governance.A success in neighborhood diplomacy is not only the need for the frontier provinces to make full use of the"two resources"and"two markets",but also the need for proactively managing and maintaining the security and stability in the surrounding areas as well as the need for China's frontier provinces quickly integrated into the Belt and Road Initiative.Neighborhood diplomacy is an all-round and multi-level comprehensive diplomacy,which cannot be realized only by the government but relies on the integration of the rich diplomatic resources of these frontier provinces to build a new pattern of neighborhood diplomacy with the governmental diplomacy as the guide,the non-governmental diplomacy as the main participant,and the public diplomacy as the focus.Only in this way can we meet the need of the modernization of China's frontier governance.
