Theoretical,Methodological and Thematic Innovations in the Language Policy Studies by International Organizations
The language policy studies by international organizations face such problems as weak the-oretical construction,limited research methods and narrow research visions,while the latest develop-mental trends reflect the pursuit of theoretical,methodological and thematic innovations.The theo-retical innovation is manifested in enriching the process models of language policies,improving the in-stitutional policy analysis framework,and on this basis,constructing a supranational language plan-ning theory.In terms of the methodological innovation,efforts are made to obtain the first-hand in-formation on the formulation,implementation and impact of language policies through institutional ethnography and legal ethnography.A corpus-based approach is used to give a quantitative analysis of the policy texts.At the same time,discourse analysis methods are fully utilized.Through such means as intertextuality-based analysis,legitimization-based analysis,and recontextualization-based analy-sis,an in-depth examination is conducted on the discourse practices of language policies and the under-lying ideologies.The thematic innovation involves the topical renewal and field expansion.Attempts are made to pay attention to in-depth issues such as the legal effectiveness of language policies and their global efficiency,the policy-induced perception of international civil servants,the game of policy discourse,and policy assessment,with the research field expanded to the language policies of small,regional and professional international institutions as well as non-governmental organizations to con-struct a complete picture of global language governance.
