The right to regional development is a product of the combination of the right to develop-ment as a third-generation human right and the productive factors within a specific space,with its typ-ical contemporaneity.The core meaning of the five levels of Chinese-style modernization is closely consistent with the nature of human rights,distribution levels,diversified contents,holistic method-ology and other dimensions of the regional development rights,which provides a new perspective and direction for the practice of the regional development rights.In practice,the cognition of the right to regional development has an instrumentalist tendency of excessive pursuit of instrumental rationality and deviation from value rationality,which needs to be corrected urgently.It should be based on pro-moting the development goal of Chinese-style modernization,follow the organic unity of instrumental rationality and value rationality,and clarify the legal implications of the right to regional development from the nature,goal and content of rights.At the same time,the realization of regional development rights should rely on the abandonment of the mindset of the power economy and timely formulate the Regional Coordinated Development Law;classify and promote the coupling of regional cultural inter-ests and regional economic interests,and promote the coordination of material civilization and spiritual civilization;strengthen the construction of regional carbon markets,balance regional ecological and e-conomic interests,and achieve a harmonious coexistence between man and nature.
