Multiple Action-based Approaches to the Digital Governance of Higher Education in China:fsQCA Analysis Based on 32 Cases
Promoting the digital governance of education is the only way to realize the modernization of higher education governance.With the help of TOE theoretical framework,this study analyzes 32 cases of digital governance in higher education in China based on the fuzzy set qualitative comparative analysis(fsQCA).It concludes that the effectiveness of digital governance in higher education will be affected by the interaction of five factors:the network technology support,the data management level,the inter-departmental cooperation,the social participation and the regional digital environ-ment.A single factor cannot constitute a necessary condition for high-level digital governance in high-er education;there are three action-based approaches for high-level digital governance:the regional environmental assistance led by data management,the departmental collaborative promotion suppor-ted by data management,and the embedding of network technology driven by social participation.In order to accelerate the improvement of the digital governance level of higher education,we should give full play to the linkage effect of the data management and the regional environment,and realize the digital governance according to the school situations.It is necessary to realize the data-driven improve-ment of the departmental business processes to activate the endogenous power of digital governance in universities.Based on the development of network technology,it is necessary to accurately design the school-enterprise cooperation model and continue to promote the collaborative symbiosis of school-en-terprise digital governance.
