城市群是推动新型城镇化的主体形态和促进发展要素合理流动的空间载体,在支撑国民经济社会发展和提升国际竞争力方面发挥关键作用.优化国土空间发展格局蕴含引导要素优化配置的目标指向、提升空间结构韧性的实质内容、加快构建新发展格局的时代背景,为考察城市群一体化发展的空间逻辑提供有益视角.从宏观顶层设计、中观权力运作、微观主体行动来看,优化国土空间发展格局中的城市群一体化发展,涉及空间规划与发展规划协同引领、空间尺度与权力结构的动态适配、核心城市与重要主体的辐射带动.根据优化国土空间发展格局的价值导向与功能预期,新时期健全城市群一体化发展机制应规范完善空间规划程序、优化升级空间治理体系、渐进实现空间正义,逐步形成优势互补、均衡发展的城市群布局与国土空间体系.
The Spatial Logic of Promoting the Integrated Development of Urban Agglomerations from Optimization of the Territorial Space Development Pattern
As the primary form for driving the new urbanization and facilitating the rational flow of developmental elements within spatial entities,urban agglomerations play a crucial role in supporting national economic and social development and enhancing international competitiveness.The optimization of territorial space development involves allocating guiding elements,enhancing spatial structural resilience,and aligning with the contemporary push for a new development pattern.It provides a valuable perspective for examining the spatial logic of the integrated development of urban agglomerations.From a macro top-level design,mid-level power operation,and micro-level entity action perspective,the integrated development of urban agglomerations within the optimization of the territorial space development pattern involves the coordinated guidance of spatial planning and development planning,dynamic adaptation of spatial scale and power structure,and the radiating influence of core cities and significant entities.Based on the value orientation and functional expectations of optimizing the territorial space development pattern,the establishment of a sound institutional mechanism for the integrated development of urban agglomerations in the new era should include standardizing and improving spatial planning procedures,upgrading the spatial governance system,and progressively achieving spatial justice.It will lead to urban agglomerations and a territorial space system marked by mutual complementarity and balanced development.
