党的十八大以来,全国各地"接诉即办"改革成功形塑党建引领基层治理机制新样态."接诉"体系和"即办"体系是党建引领基层治理的条件机制与实现机制,二者构建起党的自我革命引领社会革命的基层运行机制."接诉即办"模式以党的自我革命引领社会革命的制度化为总枢纽,实现党建引领基层治理的机制化和党的全面领导的基层治理制度化,其结果带来城市治理现代化的重大成就.这一模式通过系统性的机制创新将中国共产党"跳出治乱兴衰历史周期率的第二个答案"深深印刻在中国的基层治理之中,其改革未来发展的总钥匙仍在于充分发挥党建引领优势,以中国政党本色彰显中国之治本色.
Abstract
Since the 18th CPC National Congress,the nationwide reform of"swift response to public complaints"has successfully formed a new pattern mechanism for Party-led primary-level governance.The"response to public complaints"system and the"swift action"system are conditional and implementation mechanisms for Party-led primary-level governance,establishing a fundamental operational framework for the Party's self-revolution leading social transformation.The model centers around the institutionalization of the Party's self-revolution leading social transformation,achieving the institutionalization of Party building leading primary-level governance and the normalization of the Party's comprehensive leadership in primary-level governance.This has resulted in significant achievements in modernizing urban governance.Through systematic mechanism innovation,this model deeply embeds the CPC's second answer to"breaking the historical cycle of order and chaos"into primary-level governance of China.The key to future development of the reform lies in fully leveraging the advantages of the Party-led,highlighting the essence of China's governance through the distinctive characteristics of the Chinese Party.
