摘要
加快建设全国统一大市场是构建新发展格局的基础支撑和内在要求,促进要素资源在更大范围内顺畅流动首先必须要打破地方保护和市场分割.在政治经济学范式下,对中国资本市场健康发展与统一大市场建设过程中所面临的地方保护主义进行深入研究,可以发现地方市场分割和资本无序扩张的历史、发展和动因以及地方市场分割与资本无序扩张之间的演进关系,从而进一步评估中国资本市场相关政策的治理效果,并在此基础上提出规范资本市场发展以破除地方保护主义的有效途径.地方市场分割加剧了资本无序扩张,导致地区间及产业间资本配置失衡,严重影响中国资源配置效率,不利于全国统一大市场建设,中国应加快健全资本市场法律法规,建设统一开放的资本市场,实现经济的高质量发展.
Abstract
Accelerating the construction of a unified national market is a foundational support and intrinsic requirement for establishing a new development pattern.To promote the smooth flow of factor resources on a large scale,it is essential to eliminate local protectionism and market fragmentation.The paper aims to use the paradigm of political economics to study the local protectionism faced in the process of healthy development of China's capital market and the construction of a unified market.It provides an in-depth analysis of the history,development and motivations of local market segmentation and disorderly expansion of capital.Furthermore,it deconstructs the evolutionary relationship between segmentation and the disorderly expansion of capital,evaluates the governance effect of the capital market-related policies,and proposes effective ways to regulate the capital market development to overcome local protectionism.The research finds that local market segmentation has aggravated the disorderly expansion of capital,leading to imbalanced capital allocation between regions and industries,seriously affecting the efficiency of resource allocation in our country,and hindering the construction of a unified national market.It is imperative to speed up the improvement of capital market laws and regulations,and build a unified and open capital market to achieve high-quality economic development.
