Ethics First:Governance Strategies for Generative Artificial Intelligence
The rapid development of generative artificial intelligence(GAI)provides new impetus for the development of the digital economy and creates new benefits for society and people's livelihood.It also triggers a series of ethical challenges.China's current legislation has set a basic legal bottom line for the development of GAI.But the development direction and impact of the technology are highly uncertain.Some security risks may be caused by anxiety.Specific plans for regulation are premature.The governance of GAI requires ethical norms to play a role first.The spirit of incentive compatibility should be upheld,leaving sufficient space for the innovation of new technologies and new applications of artificial intelligence,and promoting the technical community,industry groups,social organizations,the public,and the national government to jointly explore and build consensus through ethical governance.When practical experience is sufficient and the time for legislation is mature,consensus norms can be incorporated into the legal framework.
