Organized Participation:Forms and Logic of Border Inhabitants'Behavior of Border-guarding and Border-consolidating
In border governance,the behavior of border inhabitants in guarding and consolidating the border is a form of participation behavior.The participation can be categorized into individual participation and organized participation.In practice,organized participation driven by local border governments is the dominant form,enabling border inhabitants to assist in border control more effectively,authoritatively and systematically.Meanwhile,organized participation by border residents exhibits significant structural differences in terms of time,space,and organizational types.With the organized participation of border inhabitants guarding and consolidating the border,multiple effects have been produced,including strengthening the institutional characteristics of border inhabitants'identity,clarifying the relationship between rights and obligations,standardizing the behavior of guarding and consolidating the border,and spreading the culture of guarding the border.Currently,in order to deeply grasp the new developmental trend in the organized construction of border inhabitants'behavior of guarding and consolidating the border,it is necessary to examine aspects such as repositioning organizational attributes,limiting and adjusting organizational scale,and rebuilding organizational forms.
