摘要
近年来,海湾阿拉伯国家气候政策发生重大调整,一改以往全球反对者身份,相继发布净零目标和气候行动愿景.全球净零提速和海湾阿拉伯国家气候行动直接影响全球能源转型和清洁能源供应链形成,甚至引发新一轮全球能源博弈.此外,向清洁能源价值链的平行过渡是海湾阿拉伯国家净零举措的深层战略考量.新价值链的形成可能催生新的相互依存,并进一步导致域内外国家围绕净零路径展开复杂激烈的地缘争夺.
Abstract
In recent years,the climate policies of Arab Gulf states have undergone significant adjustments,shifting from their previous role as global opponents to announcing their national net-zero targets and climate action visions.The acceleration of global net-zero initiatives and the climate actions of Arab Gulf states themselves may influence the global energy transition and the formation of clean energy supply chains,potentially even intensifying a new round of great power competition.Moreover,the pursuit of a parallel transition to the clean energy value chain is a deep strategic consideration in net-zero measures of Arab Gulf states.The formation of the new value chain could also foster new interdependencies,further leading to complex and intense geopolitical competition among countries inside and outside the region over the net-zero pathway.
