Modernization,Governance,and the Path of State Development
The continuous reform and development of a state are fundamental measures for advancing the process of modernization,which has become a consensus of the 20th century.This signifies a renewed understanding of the role of a state in modernization and social development.In the modern era,Western countries have frequently functioned as instruments of capital expansion and class domination,which,according to Marxist classical theorists,are inherently irredeemable.Since the two World Wars,countries around the world have sought to strengthen governance functions,some with greater success than others,but all demonstrated a shared commitment to state development.Governance-centered state development has gradually replaced institution-mimicking state-building as a new historical trend.From the perspective of the state development practice of China,governance is expressed through four fundamental dimensions:leadership by political parties,a foundation in society,innovation as a driving force,and a forward-looking global outlook.This represents a new option offered by China's governance for the development of human civilization.
