Technocracy in Digital Governance:Dilemmas,Roots and Breakthroughs
Digital governance is becoming a new paradigm for global governance in the digital age. While it demonstrates great empowerment and efficiency in advancing the modernization of national governance,it also increasingly reveals negative impact of digital control,deprivation of rights,and value preferences,indicating a potentially dangerous tendency towards technocracy. The technocratic dilemma in digital governance is characterized by a technocratic orientation,hegemonic logic and systematic risks. These are evident in tendencies such as "emphasizing technology application over governance practice","prioritizing instrumental rationality over value rationality","favoring machine judgment over human decision-making". These issues stem from a technology-determinant view of society,a progress-oriented view driven by performance,a reliance on machine decision-making,and a lack of reflective re-governance within digital governance. To effectively regulate algorithmic operations,promote digital democracy and move towards good digital governance,it is necessary to reconstruct the rationality of digital technology,optimize the ecology of digital governance,and construct responsible and accountable algorithms,define the reasonable boundaries of digital governance,foster positive digital governance,strengthen ethical regulation and systematic re-governance.
