Study on Influence of the Administrative System Change of"Actor-Structure"on the Integration of Culture and Tourism
Since the founding of People's Republic of China in 1949,its administrative system of culture and tourism has undergone political,economic and livelihood oriented reforms,which have had a profound im-pact on the integrated development of cultural undertakings,cultural industries and tourism.Based on the Structuration Theory,this study constructs an analysis framework of"actor-structure".From the perspective of actors such as the government,enterprises and public institutions,and mass consumers,it focuses on ex-plaining the interaction,mutual construction between the administrative system structure in the field of culture and tourism and multiple main actors,as well as their evolution process since the reform and opening up.The government actor has changed its role from specific leadership and macro-management to development and promotion,the market actor has changed from single to multiple,from spontaneous growth to standardized innovation,and the consumer actor has changed from minority to majority,making culture and tourism a stra-tegic pillar industry of the national economy and a modern service industry that the people are more satisfied with,laying a solid market foundation for the integrated development of culture and tourism.The multiple rounds of reforms of governmental institutions and administrative systems under the leadership of the Commu-nist Party of China have provided strong institutional guarantees for the integrated development of culture and tourism in a deeper and wider extent.
