Honor Governance:A Discussion on Non-Military Merit Grants and the Development of People's Livelihood in the Han Dynasty
This study examines the evolution of the focus of ruling in the Han Dynasty from military merit to the social construction of people's livelihood.Non-military merit grants played a crucial role in creating space for economic prosperity and stability.By granting benefits to the people,supplementing financial resources,ensuring social stability,and inspiring talented officials,the Han Dynasty utilized non-military merit grants as a tool for national governance.This study highlights how these grants promoted the development of people's livelihood by addressing material,financial,and human resource needs,ultimately contributing to the basic survival of the population.By exploring the impact of non-military merit grants on social construction and people's livelihood in the Qin and Han dynasties,this research offers insights for contemporary honor systems to enhance livelihood development and governance structures.
