Four-Dimensional Pathways for Agile Governance to Empower the Upgrade of Grassroots Digital Governance:Based on the Survey of C Street in Anhui Province
In the process of grassroots governance digitalization,issues such as digital bureaucracy,digital fragmentation,and lack of digital literacy have become increasingly prominent.Agile governance,as a new mode of governance,can effectively address these deficiencies.The investigation of digital governance prac-tices in C Street,Anhui Province,reveals a series of constraining factors in the digital governance process.Therefore,it is necessary to construct an analysis framework based on"structure—process—function—value"to fully leverage agile governance in grassroots digital governance.In this process,the government should fo-cus on expanding the functional scope of digital platforms,promoting the breakdown of bureaucratic barriers,strengthening the cultivation of digital talents,enhancing residents'digital cognition,and building synergistic mechanisms for grassroots digital governance,ultimately achieving effective empowerment of digital govern-ance through agile governance.
