0-3 岁婴幼儿早期教育是生命全周期教育的一项主要内容,事关全国千百万婴幼儿的健康成长,也是提高教育质量、实现教育公平的重要基础.在新时代"幼有所育""幼有善育"的大背景下,通过对各类0-3 岁婴幼儿早期教育法规性文件进行静态文本的梳理和分析,发现新时代0-3 岁婴幼儿早期教育政策的发展方向主要涉及到明晰政府在儿童早期教育中的角色与责任、确立市场在儿童早期教育中的标准与规范以及加强家庭在儿童早期教育中的支持与指导等几个方面.
On the Historical Changes of China's Early Education Policies for Infants and Toddlers of 0-3 Years Old
The early education of infants and young children aged 0-3 is a major content of life cycle education,which is related to the healthy growth of millions of infants and young children across the country,and is also an important foundation for improving the quality of education and achieving educational equity.Under the background of"early childhood education"and"early childhood good education"in the new era,through the sorting out and analysis of static texts in various regulatory documents for infant and young child early education for 0-3 years old,it is found that the development direction of the early childhood education policy of 0-3 years old in the new era mainly involves clarifying the role and responsibility of the government in early childhood education,establishing market standards and norms in early childhood education,and strengthening family support and guidance in early childhood education.
