摘要
2011年日菲关系升级为"战略伙伴关系",两国海洋安全合作得以快速发展,在共同身份塑造、合作机制构建、海上演训开展、海洋安全技术与装备援助等方面取得了显著进展.日菲强化安全合作并非偶然现象,除了受美国同盟体系转型、安全承诺下降等外部压力的影响,也受两国亟须共同应对安全议题,协作推进彼此对外战略等内生动力的驱动.在以上多重因素推动下,日菲安全互动进一步升温,呈现向"准同盟"发展的趋势.尤其值得关注的是,美日菲协同打造东海、台海、南海"三海"联动机制的趋向日渐清晰,势必对我国领土主权与海洋权益、外部安全环境带来较明显的负面影响.
Abstract
In 2011,the Japan-Philippines relationship was upgraded to a"strategic partnership",and the maritime security cooperation between the two countries has developed rapidly.Re-markable progress has been made in shaping a common identity,establishing cooperation mechanisms,conducting maritime exercises and training,and providing support in maritime security technology and equipment.The strengthening of security cooperation between Japan and the Philippines is not an accidental phenomenon.It is not only influenced by external pressures such as the transformation of the US alliance system and the decline of security commitments,but also driven by internal dynamics such as the urgent need for the two coun-tries to jointly address security issues and jointly advance each other's foreign strategies.Driven by the above multiple factors,the security interaction between Japan and the Philip-pines has further heated up,showing a trend of developing into a"quasi-alliance".It is par-ticularly noteworthy that the trend of the United States,Japan and the Philippines to jointly build the"three seas"linkage mechanism in the East China Sea,the Taiwan Strait and the South China Sea is becoming clear,which is bound to have a more obvious negative impact on China's territorial sovereignty,maritime rights and interests,and external security envi-ronment.
