数字时代东南亚国家策略探析

摘要
当今时代,网络化、数字化、智能化深入发展.东南亚国家采取措施维护网络安全、保护数据权利,同时促进数据跨境流动,实现数字安全与发展之间的平衡.在带有地缘政治色彩的大国数字技术竞争中,东南亚国家基本秉持相对中立的立场,即使面对大国压力,仍然尽量避免选边站队,以维护战略自主地位、本国经济利益.外商投资促进东南亚数字经济发展,中美两国在东南亚数字市场占据较大份额,同时东南亚国家重视自主发展,投资人工智能产业,培育本土数字平台,并且尽力缩小国家间、城乡间数字水平差距,从而增强区域自主数字能力,实现区域数字一体化发展.由于东南亚数字发展特点、地缘政治形势,中国与东南亚国家数字合作存在诸多挑战.
Abstract
In today's world,networking,digitization,and intelligence are developing in depth.Southeast Asian countries have taken measures to maintain network security,protect data rights,and promote cross-border data flow,achieving a balance between digital security and development.Southeast Asian countries implement different policies based on their national conditions,systems,and other factors,with varying emphases on security and development.The competition in digital technology combined with geopolitical factors often makes South-east Asian countries face the difficult choice of how to choose and position themselves in the competition among big powers.Most Southeast Asian countries uphold a relatively neutral po-sition.Even facing pressure from big powers,they still try to avoid choosing sides in order to maintain strategic autonomy and their own economic interests.Foreign investments have pro-moted the digital economic development of Southeast Asia.Both China and the US have large shares in the Southeast Asian digital market.Meanwhile,Southeast Asia values independent development,invests in the Al industry,cultivates local digital platforms,and tries to nar-row the digital gap between countries and between urban and rural areas,thereby enhancing regional independent digital capabilities and achieving integrated development of the regional digital economy.Due to the characteristics of digital development,and geopolitical and eco-nomic situation in Southeast Asia,there are many challenges in digital cooperation between China and Southeast Asia.
