The Intrinsic Mechanism,Difficulty Survey and Implementation Pathways of National Cultural Digitization
A country will thrive only if culture thrives,and a country will be strong only if culture is strong.Elevating cultural digitization to a national strategy is a major strategic initiative of the Party and the State in the new era for building a culturally strong nation and enhancing the country's cultural soft power.At the macro level,the integration and development of digital technology and culture have enriched the cultural genes of the Chinese nation and improved the level of cultural digital governance;at the meso level,it has optimized the data-based layout of the cultural industry,and boosted the capacity for digital cultural consumption;at the micro level,it has strengthened the digitization of the cultural infrastructure,and improved the level of public cultural services.However,cultural digitization currently faces some challenges:The top-level design is not sound enough,resulting in the "information island" effect;the scope of digital applications is limited;and the"data gap"problem is prominent;the supply of digital cultural services is insufficient;and the industry has not yet established a linkage mechanism.In light of these challenges,the priority for cultural digitization is to optimize the strategic target positioning,and enhance the sharing of culture in data empowerment:focus on the core of cultural digitization construction,and promote the development of the whole chain of digital culture;clarify the objectives of cultural digitization construction,and realize the inheritance of the excellent traditional culture;and set up a digital cultural governance platform,and promote real-time interaction among the main subjects of each province.Secondly,it is essential to strengthen the institutional framework of cultural digitization to enhance the normativity of culture in data empowerment and grasp core technologies.This includes mastering digital media technology,reinforcing the core competitiveness of culture,breaking out of the"digital divide",and avoiding pitfalls associated with excessive reliance on digital technologies.Finally,perfecting the mechanisms of cultural digitization is crucial to enhancing the security of culture through data empowerment,emphasizing collaborative efforts among stakeholders.This involves deepening the integration of cultural data,establishing a collaborative system for cultural digitization transformation,and fortifying cultural data security to elevate national cultural competitiveness.
