Progress,Obstacles,and Optimization of Transforming Institutional Advantages into National Governance Effectiveness
Since the Fourth Plenary Session of the 19th Central Committee of the Communist Party of China put forward the idea of"better transforming China's institutional advantages into national governance effectiveness",China has carried out extensive and profound exploration in the practice of transforming institutional advantages into national governance effectiveness.It has not only built a complete,scientific,standardized and effective new institutional system around the socialist system with Chinese characteristics,but also significantly improved the implementation effect of the system.The effectiveness of national governance has been improved in the new stage,which further highlights the modernization level of the national governance system and governance capability,and has effectively supported the steady progress of Chinese path to modernization.However,in the practical exploration process of transforming institutional advantages into national governance effectiveness,the complex and ever-changing domestic and international environment has led to an increase in the cost of transforming institutional advantages,insufficient understanding of institutional advantages by relevant parties,relatively single methods of transforming institutional advantages,and a lack of evaluation standards for transforming institutional advantages into national governance effectiveness.These factors have to some extent limited the full play of the institutional advantages of socialism with Chinese characteristics and weakened the actual effectiveness of modern governance in China.Based on this,it is necessary to further optimize the realistic conditions and guarantee mechanism for the transformation of institutional advantages,constantly improve the effectiveness of national modernization governance,and provide important institutional support for promoting Chinese path to modernization from aspects such as enhancing the institutional confidence of all sectors of society,improving the institutional implementation and implementation ability of the main body,enabling the operation of the institutional system by means of digital technology,and building a supervision mechanism to improve the efficiency of institutional implementation and reform.
