突发公共事件视角下社区共同体建设思考——以烟台市为例

摘要
社区是城市治理的"最后一公里",是突发公共事件监测预警和应急处置的第一道防线,承担着守护人民群众健康、维护社会稳定的重要使命.社区共同体的建设对于提高社区韧性和应对突发公共事件能力至关重要.近年来,应对突发公共事件过程中,社区共同体建设存在一些不足和短板,在社区突发公共事件预防、社区应急处置组织体系和社区应急信息系统建设等方面仍存在不少难点,需要从党建引领、科技支撑、社区应急管理法治体系、队伍建设等方面加强社区共同体建设.
Abstract
The community serves as the"last mile"of urban governance and the first line of defense for monitoring,early warning,and emergency response to sudden public events.It bears the crucial mission of safeguarding the health of the people and maintaining social stability.The construction of community collectives is vital to enhancing community resilience and the ability to respond to sudden public events.In recent years,during the response to sudden public events,there have been some deficiencies and shortcomings in the construction of community collec-tives,with notable difficulties in areas such as community prevention of sudden public events,the organizational system for community emergency response,and the construction of community emergency information systems.It is necessary to strengthen the construction of community collectives from aspects including the leadership of party building,technological support,the legal system for community emergency management,and team building.
