Research on the Collaborative Innovation Strategies for Intelligent Health Management on Chronic Diseases in China
This study adopts the methods of literature search,interviews,and empirical research in urban and rural areas.By studying the policies of chronic disease intelligent health management at home and abroad and the situation of chronic disease health management services in China,the study proposes the development strategies of chronic disease intelligent health management and collaborative innovation for China.Featured with people-centered as well as medicine and prevention combined,integrated whole-process health management services and digital health are the direction for the development of chronic disease management.It requires the synergy and guarantee of technological innovation and management,and the joint participation of the government,society,and individuals.China has set the goal of realizing health management of chronic diseases for the entire population and throughout the life cycle by 2030.Such regions as Fujian,Shanghai,and Zhejiang,are building comprehensive management database platforms,centered on residents'health records,integrating health management data from public health services,clinical diagnosis and treatment,and the Internet of things,to support risk assessment and classification management of populations.The rapid development of Internet+telemedicine services has promoted the expansion of high-quality medical resources with a balanced layout;the iterative updating of information technology for health management promotes active health management and supports the provision of online health management services;cross-border cooperation and synergistic development in multiple industries such as healthcare,information,and engineering,constructs a health digital ecosystem.At present,there are many bottlenecks in the development of intelligent health management.First,a mechanism for data sharing and utilization of chronic disease prevention,diagnosis and treatment,and monitoring and management has not yet been established;second,a comprehensive national data standard system for chronic disease management has not yet been formed,which hampers the sharing and utilization of data;third,the compliance of practice and application are not high,and there are scientific blind spots and information gaps in rural areas and among elderly patients;fourth,the in-depth fusion and innovation mechanism between health care institutions and medical equipment and information companies has not yet been adequately established,due to the lack of cross-border cooperation in the technological development;fifth,the guarantee mechanism is insufficient and the incentive mechanism is unclear.It is recommended that China builds an integrated,synergistic,and intelligent chronic disease health management service system,to promote fair access to health services and enhance efficiency.Specific strategic measures include:(1)It is recommended that the government accelerates the standardization of chronic disease health management data,Internet of things devices,etc;the government should build a mechanism for connecting,sharing and utilizing big data on chronic disease health management,mainly based on the residents'health records;it is essential to establish and improve the system of property rights for chronic disease health management data,and to strengthen digital regulation.(2)It is recommended to design an integrated health management system for chronic diseases,and carry out informatization construction,to achieve the synergistic development of integrated business and informatization construction for chronic diseases.(3)Efforts should be made to promote the establishment of a collaborative innovation working mechanism in the fields of health care,information technology,and manufacturing industries,and promote innovative iterations of intelligent health management technologies for chronic diseases.(4)It is recommended to strengthen digital publicity on health science and enhance residents'digital health capabilities.Priority will be given to develop technologies such as telemedicine and artificial intelligence-assisted diagnosis in rural areas,as well as strengthen the digital health management capabilities of primary care doctors.It is proposed to pilot the demonstration and application of appropriate technologies for intelligent health management at the primary level in the central and western regions.(5)It is recommended that the government further increases investment and supports the transformation and development of the health management model.The government should carry out performance evaluations of intelligent health management for chronic diseases,and explore the establishment of a fiscal and health insurance synergistic incentive mechanism;strengthen the team-building of primary care doctors and health managers;and actively cultivate a policy environment in which commercial insurance pays for the health management of chronic diseases,and carry out comprehensive regional pilots.
