Emergency Collaborative Governance of Public Health Crisis——A Case Study of Huoshenshan Hospital and the Red Cross
In the governance of public health crisis,it is necessary to fully leverage the strengths of various organizations to establish an efficient collaborative governance system,to better achieve the goals of emergency governance.During the response to COVID-19,China demonstrated the advantages of its social governance model of coordinating all the efforts to complete key national undertakings;but also showed the shortcomings in collaborative governance.Specifically,the governance structure needs to be built,the collaborative governance mechanism is insufficient,et al.Existing research has reached a consensus of government-led governance with diverse participation in emergency responding,but there is still a lack of clarity on how to allocate responsibilities among various organizations and design emergency collaborative governance structures and mechanisms in line with China's society transition characteristics.In the context of public health crisis,both centralized and decentralized governance models exhibit distinct strengths and weaknesses.It is crucial to construct a theoretical framework that strikes a balance between these two models,thereby integrating their strengths to optimize the effectiveness of emergency collaborative governance.Drawing on existing research,a dynamic theoretical model is constructed,focusing on emergency collaborative governance goals as the guiding principle,governance structure as the foundation,and governance mechanisms as the process to ultimately enhance the effectiveness of emergency collaborative governance.Through case studies of Huoshenshan Hospital and the Red Cross in Wuhan,the institutional,generative,and functional aspects of emergency collaborative governance in this public health crisis are analyzed,and an exploratory study is conducted on the top-level design of orderly participation by different organizations.The Huoshenshan Hospital project effectively bridged the critical junctions within the emergency collaborative governance,encompassing the government,social organizations,and enterprises.This integration achieved seamless alignment among different organizations,generating a virtuous cycle that enhanced collaborative effectiveness.Nonetheless,the Red Cross,amid the crisis,fell short in fully executing its role as a coordinating hub,such as the provision of professional support,mobilization and integration of various social resources,and the delivery of different public safety services.Consequently,its effectiveness of emergency collaborative governance remains suboptimal.In response to this public health crisis,the effectiveness of emergency collaborative governance presented in the two cases is starkly different.The research indicates that the effectiveness of emergency collaborative governance arises as a synergistic outcome,emanating from the alignment of the system's objectives,structural design,and operational processes.For emergency collaborative governance to be agile and efficient,a top-level design framework is essential to create conditions for functional collaboration.For example,establishing a government-led and moderately centralized governance network,adhering to the governance codes of different organizations,emphasizing unified command alongside diverse participation in decision-making,creating diverse collaborative incentive mechanisms,enhancing emergency information platform building,and improving the feedback mechanism within the collaborative system are crucial.This study contributes to the literature by expanding research on the efficient participation of various organizations in emergency governance and establishing a theoretical model for enhancing the effectiveness of emergency collaborative governance in public health crisis.The insights derived from this study include three aspects.First,it is crucial to enhance the embeddedness of emergency collaborative governance structures,thereby elevating their effectiveness.The key to achieving this lies in the mutual recognition and coordination of governance codes among different organizations.Second,it is essential to strike a balance between regulating and facilitating strategies in the process of governance,with a particular focus on facilitating strategies.It is imperative to prioritize the legitimate concerns of various stakeholders to mitigate interest conflicts.Third,the reinforcement of green governance is paramount for bolstering the resilience of the social governance system.The upgrading of the traditional social governance model can fundamentally enhance the resilience of society and mitigate the impact of major emergencies.
