The Evolutionary Logic of Higher Education Policy in Western China and its High-quality Development
Western higher education policy is the core factor dominating the development of western higher education,and high-quality policy is the prerequisite and guarantee for the high-quality development of western higher education.Based on the analytical framework of historical institutionalism,the change history of western higher education policies can be divided into three stages:the exploration period(2001-2013)characterized by scale expansion and external blood transfusion,the development period(2013-2020)characterized by quality improvement and combination of transfusion and creation,and the improvement period(2020-present)characterized by endogenous development and optimization of empowerment.The deep structure behind the policy changes is the economic structure of regional economic incoherence and the continuous promotion of regional coordinated development strategy,the political structure of administrative system reform and the transformation of government functions,and the cultural conceptual structure of the continuous solidification of the identity label of"west";the locking effect of the blocking change includes the locking of the policy choices of the governmental subjects,and the locking of the development mode of the university subjects;the driving power for change is to promote the coordinated development of higher education in the region,serve the economic and social development of the western region,and provide high-quality higher education resources.High-quality is the inevitable approach to policy evolution,emphasizing the improvement,upgrading and reconstruction of existing policies from the dimensions of problem solving and value orientation.Based on the new era,new stage and new requirements,in order to promote the high-quality development of western higher education with high-quality policies,it is necessary to go beyond the one-way empowerment and explore the cyclic development,reversing the pessimistic expectations and strengthening the characteristic development,breaking through the lock-in effect and promoting the endogenous development,and activating the long-term motivation and realizing the synergistic sustainable development.It is necessary to re-understand and properly handle the four important relationships:the overall and the western situation of higher education,the interior of the western region,the east and west,and the internal and external aspects of education,taking into account the needs of current and long-term development,and ultimately providing western higher education to meet the satisfaction of the people.
