Health resource allocation equity evaluation of long-term care insurance in Shanghai based on agglomera-tion degree and rank sum ratio
Objective To understand the current situation of the health resources allocation of long-term care insurance in Shanghai,explore its hierarchical distribution,and provide theoretical basis for optimizing allocation.Methods Based on the sta-tistical data of the"Survey of Designated Service Institutions for Long-term Care Insurance"conducted by the National Healthcare Se-curity Administration,a comprehensive evaluation including health resource agglomeration degree(HRAD),population agglomeration degree(PAD),HRAD/PAD and rank sum ratio(RSR),was conducted on the four indicators of the number of designated service insti-tutions,nurses,nursing staff,and nursing beds for disabled individuals in 12 Shanghai districts in 2022 using agglomeration degree and rank sum ratio.Results From a geographical perspective,the HRAD of various health resources in Xuhui,Changning,Jing'an,Hongkou,Minhang,Baoshan and Jiading District was greater than 1.According to the distribution of health resources by pop-ulation size,the ratio of HRAD and PAD of various health resources in Xuhui,Jing'an,Hongkou,Jiading and Chongming District was greater than 1.The classification results were:Fengxian District was in the low end,Xuhui and Chongming District were in the high end,and other areas such as Pudong New Area and Changn-ing District were in the middle end.Conclusion There are re-gional differences in the health resources allocation of long-term care insurance in Shanghai between the central urban and subur-ban areas,and the fairness of health resource allocation needs to be further improved.
